Am I a late bloomer, or is this normal?

I needed my first bra in fourth, fifth grade, like almost everyone else. Well now, four years later, I can still fit in the same bras. Almost nothing has changed since then. I've gotten more pubic hair over the years and I have grown 1-2 inches each year, but nothing else has changed. I have gotten no period, no growth spurts, nothing. I am 14 right now, and I will be 15 in a few months. My dad wasn't a late bloomer and my mom got her period when she was 13, so could there be something wrong with me? I know I can't do anything to speed puberty up, but this just pisses me off because almost everything in my life so far has been fixable. I'm 5'1, I weigh 105 pounds and I'm not overly athletic or anything. I wear an A bra, but the adult bras are too big so yes, I still have to wear a kids bra. I've heard of people starting puberty late, but I didn't. Help?
