Is he interested, but playing hard to get?

I think that he likes you, but he has other friends and maybe some of those friends are girls. The inconsistency bothers me. I wouldn't allow him to hug you and be so flirtatious with you unless you know it is just you and him and you guys agree to see each other solely. He could be playing you.
