Is there a way to completely reformat computer?

Recently my computer got a crazy virus. I could've fix it, so I decided to reformat my computer (I've done this process many times). Well after I reformated, the virus still came back. I tried reformating again by deleting my hard drive partition and reinstating them, but when my comp came on, the virus came back. Where could the virus be hiding? How can i fix this problem.
